Grievance Procedure Steps
Failure to follow these steps and time frames may result in your complaint being dismissed.

You shall first state in writing your complaint to your Talent Development Specialist (Case Manager) to attempt to resolve the issue. If the complaint cannot be resolved between you and your Talent Development Specialist (Case Manager) within ten (10) business days of written notification of the grievance, you may appeal.

The first step of appeal is to submit your complaint in writing to the One-Stop Operator at 2473 Fortune Drive, Lexington, KY 40509. The Workforce Services Manager will attempt to work with you to resolve your complaint. If an agreement is not reached within ten (10) business days of initial contact with the Workforce Services Manager, you may appeal to the Director of Workforce Services. If a request for appeal is not received within ten (10) business days, the Workforce Services Manager’s decision is FINAL.

To appeal to the Director of Workforce Services, you must submit a written request for an informal hearing to the following address within ten (10) business days of the decision from the Workforce Services Manager: Director of Workforce Services, 699 Perimeter Drive, Lexington, KY 40517. The Director of Workforce Services will conduct an informal hearing within 30 business days of receipt of your request. You will be notified in writing of the date, time, and place of your hearing. If you receive an unsatisfactory decision from the Director of Workforce Services, you may request a review by the BGWIB’s Executive Committee. If a request for appeal is not received within ten (10) business days, the Director of Workforce Services’ decision is FINAL.

To appeal to the Bluegrass Workforce Innovation Board (BGWIB), a request for appeal must be received within ten (10) business days of your informal hearing with the Director of Workforce Services. The request should be made to BGWIB, 699 Perimeter Drive, Lexington, KY 40517. This will be a formal hearing. You will be notified in writing of the date, time, and place of your hearing. After your hearing, you will receive a written decision from the BGWIB within ten (10) business days. If you receive an unsatisfactory decision from the BGWIB, you may request a review by the Executive Committee of the Governing Board of Local Elected Officials (Bluegrass LEO Governing Board). If a request for appeal is not received within ten (10) business days of the BGWIB’s decision, that decision is FINAL.

In order to appeal to the Bluegrass LEO Governing Board, you must submit a request for appeal within ten (10) business days of the date you received the BGWIB’s decision. The Request is to be made to Bluegrass LEO Governing Board, 699 Perimeter Drive, Lexington, KY 40517. A formal hearing will be conducted within 30 business days of receipt of your request. You will be notified in writing of the date, time, and place of your hearing. Complaints may be withdrawn in writing prior to the hearing. After your hearing, you will receive a written decision from the Bluegrass LEO Governing Board within ten (10) business days. If you receive an unsatisfactory decision from the Bluegrass LEO Governing Board, you may request a review by the Education and Workforce Development Cabinet. If a request to appeal is not received within ten (10) business days, the Bluegrass Area Development District Board’s decision is FINAL.

In order to appeal to the Education and Workforce Development (EWDC) level, you must submit a request for appeal within ten (10) business days of the date you received your Bluegrass LEO Governing Board decision, or within 15 business days from the date, a decision should have been issued. This appeal must be submitted to: the Executive Director, Office of Employment and Training, 500 Mero Street, Frankfort, KY 40601. This decision is FINAL.
